The EGA Handicapping and Course Rating Committee (HCRC) is the body appointed by the Executive Committee of the EGA to develop, maintain and monitor the correct application of the EGA Handicap System for the national associations affiliated to the EGA. The HCRC also coordinates work relating to USGA Course Rating and Slope Rating at a European level and assists the USGA in responding to questions relating to Course and Slope Rating.
All national associations have a National Handicap Committee and it is the task of this committee to administer the EGA Handicap System within its own country. The National Handicap Committee may be combined with the National Rules Committee or another body with a similar function (please refer to Section 3.1 in the EGA Handicap System manual for further information concerning the rights and responsibilities of the national association). A National Handicap Committee unsure of the proper procedure in administering the EGA Handicap System within its own country should always consult with the EGA HCRC.
Note that, in some countries, certain areas of responsibility have been delegated by the national association to an area authority (please refer to Section 3.2 in the EGA Handicap System manual for further information concerning the rights and responsibilities of the area authority in such cases).
At club level, a (local) Handicap Committee has the responsibility for performing the obligations laid down in Section 3.4 in the EGA Handicap System manual. The most important task for the Handicap Committee at a club is to ensure the integrity of the EGA Handicaps issued by the club (for further information, please refer to Section 3.4 in the EGA Handicap System manual). A Club Handicap Committee unsure of the proper procedures in administering EGA Handicaps should consult with the National Handicap Committee (or, where it is appropriate, the Handicap Committee of the area authority).
The first point of contact for an individual player who has a question concerning the EGA Handicap System is always the Handicap Committee at the golf club.
Please note that the EGA HCRC does not respond to questions from individual golfers concerning any aspect of the handicap system.
